The Turkmenistan-Afghanistan-Pakistan-India (TAPI) project, costing around $7.6 billion is under negotiation for which the Asian Development Bank (ADB) would act as the transaction advisor and would be responsible for raising the debt and equity necessary to meet the expenses related to the construction of the pipeline.

Advisor to Prime Minister on Petroleum and Natural Resources Dr Asim Hussain Thursday told the National Assembly in a written reply to the question that roadshows to verify the project sponsor were held from September 11 to 20, 2012 in Singapore, New York and London. He said that a very positive response was received from the leading IOCs and financiers.

The advisor said during the trilateral meeting among Pakistan-India-Afghanistan in Islamabad from 16-17 April 2012, the parties agreed to a transit fee figure. He said that currently the project is in a negotiation phase. As per initial estimates the total project cost of the TAPI gas pipeline project would be around $7.6 billion, he said.

It was expected that the ADB would act as the transaction advisor and would be responsible for raising the debt and equity for construction of the pipeline, he added. About the project, he said the construction and commissioning of the project was planned to be completed by 2017. He said the project's gas volume is 3.2 bcfd and the gas buyers are Afghanistan (500 mmcfd), Pakistan (1,325 mmcfd) and India (1,325 mmcfd).
